Description
Improve the Outcomes search experience by expanding the search scope and ensuring it functions with live governance actions.
### Acceptance Criteria
- [ ] Outcomes search matches against the following fields:
- Title
- Abstract
- Motivation
- Rationale
- IDs (CIP-105 and CIP-129)
- Authors
- [ ] Search results return correct matches when the "live" filter is applied.
- [ ] Search remains performant with expanded scope.
