Show Constitutionality Result for Protocol Parameter Update Outcomes

### Description
In the Outcomes section, display whether a Protocol Parameter Update governance action passed the Constitution Checker validation at the time of its submission.

This historical visibility will enhance transparency and help users understand if the outcome adhered to governance rules.

### Acceptance Criteria
