Display Constitutionality Status for Parameter Update Governance Actions in Live Voting

### Description
Add constitutionality status for Governance Actions of type *Protocol Parameter Update* in the Live Voting section using the open-source Constitution Checker.

This allows voters to understand whether the action complies with the Cardano Constitution.

### Acceptance Criteria
- Constitution Checker is invoked for every Protocol Parameter Update governance action.
- Pass/fail status and any violated guardrails are displayed within the governance action detail view.
- A reference to the Constitution Checker tool or relevant documentation is visible.
