Github issue link in footer

Creating a link to make a github issue will let users that supply feedback on GovTool keep directly in the loop, and be able to see comments, responses, PRs, everything in relation to their idea or bug.

This will solve several problems:

1. When people file a bug or feature in usersnap, it's anonymous, so there is no way for someone looking at the bug or feature to gather further information. Currently, most bugs have to be closed because they don't contain enough information for testers to replicate
2. Users that file bugs and or features are by nature more engaged and letting them feel heard, and actually making them into participants is good for the health of the project
3. When someone picks up a feature or bug, there will be the ability to involve the originator in a conversation, which will allow the feature to be clearly stated, and the user need to be understood.
