Display DRep Voting Status on Budget Proposals

## Description
Since **DReps** are the only role eligible to vote on **budget proposals**, it should be clearly indicated on each proposal:
- Whether the **connected DRep has voted**.
- If yes, what **voting option** was selected.

## Acceptance Criteria
- [ ] Each budget proposal displays the connected DRep's **voting status** (e.g., Yes / No / Abstain)
- [ ] Display is visible both in **proposal details** and **proposal cards/list view**.
