X, Social thumbnails for proposals

Make sure the proposal URL "yields" the "headers"/metadata that X expects in order to render a social thumbnail for it, showing for example proposal title and proposer handle.

### Who does this help?

Cardano community mostly works on X (and Discord, Telegram).
When sharing a proposal URL in posts or messages, this would bring the proposal title to where it's being mentioned on socials, helping to entice curiosity or simply just better UX so that we don't have to click a proposal URL to see which one it is.

### How might we do this?

In case there aren't any libraries you can use, I'd be happy to help search a bit for toolling/specs. -- Just need to know what tech stack you're using.
