Update ID Display Order in Governance Outcomes Section

## Description
Change the order of displayed IDs in the **Governance Outcomes** section to match the layout used in the **Live Voting** section.
This applies to both the **cards** in the outcomes list and the **details page** of a selected governance action.

New order:
1. Show **CIP-129 ID** first.
2. On the second row, show **CIP-105 ID** with the label:
**"Legacy Governance Action ID (CIP-105):"**

Screenshots from the **Live Voting** section are provided for visual reference.

## Acceptance Criteria
- [ ] CIP-129 ID is displayed **first** on all governance action cards in the **Outcomes** section.
- [ ] CIP-105 ID is displayed **below**, labeled as **"Legacy Governance Action ID (CIP-105):"**.
- [ ] The same order and labeling apply on the **details page** of any governance action from the Outcomes section.
