We need to provide relevant history items to many areas of GovTool.

DRep history could be our first step

To give complete info to users

As a voter or other user of GT, I want to be able to see a DRep's history so I can determine if they are

- the correct DRep for me to delegate to.
- How they voted on any GA
- Understand their delegation history - who's delegated to them, when, and how
- See if my delegation has been registered to them - if I delegated to them
- Understand their registration history - when did they start, retire, etc
- See how active they are in governance by seeing how many things they have voted on
