### Context

In the case where
a) DRep x registers as a DRep
b) I delegate to DRep x
c) DRep x then retires
d) DRep x re-registers

- Step C wipes out all delegations to DRep x, so my delegation no longer counts
- and im not able to withdraw my staking rewards
- GovTool should reflect that my delegation has been deleted

### Steps to reproduce

a) DRep x registers as a DRep
b) I delegate to DRep x
c) DRep x then retires
d) DRep x re-registers

connect to GovTool

### Actual behavior

GovTool states im still delegated to DRep x

### Expected behavior

GovTool states im not delegated to any DRep
