💡 have GovTool verify constitution hash for new constitution governance actions

- When someone proposes a new constitution governance action, and GovTool reads that from chain and renders it
- It would be really nice if govtool could fetch the new constitution being proposed and compare it to the hash
- GovTool could then warn users IF the newly proposed constitution is correct according to the hash

### Why?

- So voters are well informed

### How?

- add to frontend and metadata service?
