I am testing vote context submission. Any voter, it seems can provide 'context' without voting.

### Steps to reproduce

1. Go to a Governance Action
2. Click "provide context about vote"
3. Follow the next steps,
4. return to vote
5. Your context seems to have been accepted but you DIDN'T VOTE.

### Actual behavior

Users can provide context on vote without voting

### Expected behavior

Users cannot provide context on vote without voting
