### Context
The share button is missing on the dRep details page for users who are not connected. According to this [Figma design](https://www.figma.com/design/mJTBiUofLfb74Xc3W2U59o/Voltaire---GOV-TOOL?node-id=8097-135277&node-type=frame&t=aAoaJsYrFWt8M3Ss-0), the share button should be present.
### Steps to reproduce
1. Navigate to the dRep directory page.
2. Click on the "View Details" button of any dRep.
3. Observe that the share button is missing for a disconnected user.
