### What?

A page that shows proposers and their proposals. this would be very interesting to see who's proposals fly and who is submitting unpopular or junk proposals. Very valuable information. This would include both live, and un-live proposals.

### Why?

To help users understand who's proposing what, and to follow popular (or unpopular) proposers. Also, to find a specific user's proposals, if they are interested.

### How?

Design and build a page or pages to show this. it should already be in the database, and we should be able to SQL it

### (Optional) User Story with acceptance criteria

As a user of GovTool,
I want to see who is listing proposals, and also all the proposals submitted by any particular user
So that I can track my favourite users, see who's proposals are succeeding, and/or failing, to see trends in thought and philosophy from one proposer to another, and to learn more about trends in developing the chain through governance.

A further nice-to-have would be to be able to 'star' my favourite proposers.
