Governance metadata anchors - supporting CIP-100 fields attached to CIP-108 and CIP-119

### Why

- The governance metadata standards allow for all extensions of CIP-100 to contain any property of CIP-100
- So CIP-108 compliant metadata can contain fields defined via CIP-100
- GovTool does not expect this, so cannot render the extra fields

- Handle rendering of these optional extra fields
