History of Governance Actions

It could be for first iteration of GA outcomes pillar

Governance Actions need to show:
- who's voted on them
- Who proposed them - and a link to the proposal and GA text
- how much voting power has been used
- when was the vote cast
- The status of the action (passed, in-progress, failed, etc)

#### User story:
As a user of GovTool, I want to know the history of creation and support of a Governance Action so I can make informed decisions about this individual action and also understand the larger history of GAs
