Create a new Cardano library for supporting formal specs

In the current state of affairs, both the ledger and consensus specs contain duplicated code, e.g., basic types such as `Slot`, `Epoch` and `Coin` and functions to manipulate them. Therefore, it is desirable to have a common "Cardano library" to contain features that can be shared among formal specifications of Cardano components.
