Standardize Close Button Design Across All Pages

As a user, I want the close buttons on all pages to have a uniform design, so I can easily recognize and interact with them regardless of the page I'm on.

### UI Placement:
The close buttons should be reviewed and updated on all modals, pop-ups, and other relevant UI elements across the platform.

### ACCEPTANCE CRITERIA:

- **Design Consistency**: All close buttons (X icons, 'Close' text buttons, etc.) should follow the same style guidelines in terms of: Size, Color, Hover/Active state
- **Placement**: The close buttons should be positioned consistently across all pages.
- **Pages to Review**: Members, Latest Updates, My Votes (My Actions tab), Governance Action (My Actions tab), Any other page where a close button is present
- **Accessibility**: Ensure that all close buttons are accessible, with proper labeling for screen readers.
