Update `plutus-script-utils`

Update `plutus-script-utils` to the new version of Plutus.

A decision needs to be taken there about the repository structure:
* we add a new V4 folder and duplicate code there as we did before
* we adopt a new structure, where only newer plutus version are emphasized
