Make Cuddle roundtrip tests generate duplicate keyhashes more often

Currently the Cuddle round trip tests are very unlikely to generate test cases which have duplicate keyhashes. Once it's possible to add custom generators to Huddle, we should add a custom generator for `hash28` in our Huddle definitions that samples from a smaller space to make collisions more likely.
