Mention inline datum CIP-32 within the Alonzo spec document

The Alonzo spec says

Locate the Alonzo specification text containing the statement shown in the issue, then read CIP-32 to understand the later inline-datum change. Add a footnote or equivalent reference warning readers about CIP-32, and verify that the rendered specification clearly includes the reference.
