Description
We should add a test to `GovCertSpec` that checks whether the delegations to a DRep get removed once that DRep is deregistered.

Start in GovCertSpec and locate the existing delegation and DRep registration tests. Run the relevant specification before changing it, then add coverage for deregistration and confirm that delegations to the deregistered DRep are removed.
