Update Imp basic governance operations to support script credential in addition to keys

At the moment, the basic steps that most Gov specs are using (like: setting up a DRep or electing a committee) are using keyhash credentials. However, we should also support scripts (perhaps arbitrarily generating either of them?), since it's part of what we need to support.
