[FR] - Create `Cardano.Api.Experimental.Query.Expr` module with queries using experimental API

**Describe the feature you'd like**
In order to move forward with new Eras code (from `Cardano.Api.Experimental`), the query module should be rewritten, with the use of the new `Era era` type.

The new module should placed into `Cardano.Api.Experimental` module to not break backward compatibility and ease future upgrade.
