💡 2 - Chain of Command for Signatories

### What?

A feature that only allows signatures to be signed in a particular order, as defined in Intersect's Operational Processes.

### Why?

This will ensure the right level of authority is signing at the correct stage.

### How?

Add it to the UI dashboard so that when someone submits an action, it will only notify those that need to sign, until the all signatures within that step have been completed, and then the next signatory will be notified until all signatures have been completed.
