Describe the bug

The bug allows for anyone to gain creative OUTSIDE the plot world, using the gamemode flag

To Reproduce
  1. Have a server with multiple worlds (Survival, Creative)
  2. Have the spawn be in the Survival world
  3. Make a plot in the creative world, with gamemode flag set to creative
  4. Suicide inside that plot (you must NOT be op due to the bypass)
  5. Upon respawning do NOT move at all
  6. Do any kind of teleport (eg. /spawn or /tpa)
  7. Upon teleport, player will be set to creative mode
Expected behaviour

The player should remain in survival
