Describe the bug
Powered rails are not keeping their rotation in road schematics. regular rails do though
To Reproduce
- create road schematic with powered rails going East to West
- run regenallroads command and all powered rails will flip to North and South position
Expected behaviour
all of the powered rails should retain their rotation just as the regular rails do when running the regenallroads command.

Reproduce the issue with a road schematic containing east-west powered rails, then run the regenallroads command and compare the powered rails with regular rails. Trace the schematic regeneration path and rail handling; done means powered rails retain their original rotation after regeneration.
