When I try to have players claim the land, the system cannot deduct money.

Describe the bug

I am an MC server owner and I want to introduce the PlotSquared plugin on my server. I want my players to pay a certain amount of coins when claiming land. Initially, the trial failed in version 1.21.8 as it could not deduct coins properly. Later, I switched to version 1.21.4 and found that it still did not work. Later on, it was found through testing that merging land does not require payment, only refunds when deleting land and payments when purchasing land from others.

My PlotSquared plugin was compiled from GitHub, version 7.5.9.
The plugins installed on my server are CoinsEngine, nightcore (which is pre installed plugins for CoinsEngine) LuckPerms, Vault, WorldEdit.

I am using this plugin for the first time, so I am not familiar with some of its features. May I ask if this is the inherent mechanism of this plugin (i.e. no payment is required when claiming land) or if I chose the wrong economy plugin? Thank you very much.

Start by reproducing the report on Paper 1.21.4 with PlotSquared 7.5.9-SNAPSHOT, CoinsEngine, nightcore, LuckPerms, Vault, and WorldEdit, using the linked Plot debugpaste for context. Check how claiming land selects and charges the economy provider. Done when the configured claim cost either charges correctly or the expected behavior is clearly documented.
