Describe the bug
If I want to add a plot street, the street design generates 1 block too high. so to speak, there are then 2 bedrock at the floor and the whole street is 1 block higher.
To Reproduce
- create a Plotworld
- Use a schematic for the plot creation with water
- build a street design, preferably with water
- /plot createroadschematic
- /plot debugroadregen plot, if everything is ok, then try via the console. then the 2nd bedrock should generate at the latest.
Expected behaviour
that the bedrock only stays at the bottom and does not reach the other heights.

Checklist
- I have included a Plot debugpaste.
- I am using the newest build from https://www.spigotmc.org/resources/77506/ and the issue still persists.
Anything else?
I have already created and deleted several worlds. I always had the problem.

Research direction
Reproduce the issue in a PlotSquared 7.3.5-Premium Plotworld using a water-containing plot schematic and street design. Start with the road-generation entry points exposed by /plot createroadschematic and /plot debugroadregen plot, and compare in-game and console regeneration with the debugpaste. Done means the street leaves bedrock only at the bottom instead of generating a second bedrock layer one block too high.
