P delete problem with water

Describe the bug

I would like to create a plot world with islands. I use a schematic for this. Now I have created the plot world and realized that if I claime the plot once and then delete it again, the plot goes down 1 block. The bedrock is then missing at the bottom.

What can I do now?

To Reproduce

1. PS Setup with a schematic (which has water)
2. /p claim
3. /p delete

Expected behaviour

That the plot remains at the same height as the roads

Start by reproducing the issue on PlotSquared 7.3.4 with a plot world created from a schematic containing water, then compare the plot and road heights before and after /p claim and /p delete. Use the linked debugpaste and videos to investigate the missing bedrock; done means deleting the claimed plot preserves its original height.
