Description
Server Implementation
Paper
Server Version
1.20.4
Describe the bug
If block-ignite is true/unset blocks starts burning if player uses lava on his plot. But if i set the flag to false the fire spread is stopped but players canot ignite nether-rack or else using flint and steel. The player must turn the flag back on to ignite the block and then turn it back off wich is boring.
To Reproduce
- Make a plot
- Build some nice trees
- Make a cute lava ocean
- Enjoy
Expected behaviour
block-ignite should cancel block ignition through lava but player should be still able to ignite blocks using a flint and steel

Research direction
Start by reproducing the behavior on Paper 1.20.4 with PlotSquared 7.3.0, following the listed plot and block-ignite steps. Inspect the block-ignite flag handling and verify that lava ignition remains blocked while flint-and-steel ignition still succeeds.
