Describe the bug

For my PlotSquared flags I have vehicle-use: true which allows any player to use a vehicle however if a player is denied from a plot they can bypass the plot deny by entering a vehicle on the edge of a plot:

To Reproduce
  1. Have a player denied from a plot
  2. Have the denied player right click on a minecart to enter it and bypass the plot deny
Expected behaviour

The player should be blocked from entering the plot.
