Description
When an ITK tag is made the ITKDoxygen GHA should be able to build the ITK doxygen and create a release with the generated artifacts.
The could be done by adding a [workflow dispatch ](https://docs.github.com/en/actions/writing-workflows/choosing-when-your-workflow-runs/events-that-trigger-workflows#workflow_dispatch) which add an ITK tag parameter to be passed to and used by the run.sh script.
