Description
The `Montage` module was ingested into ITK from the (now archived) `ITKMontage` remote module. This issue tracks, in ITK proper, the work originally filed as **InsightSoftwareConsortium/ITKMontage#187** by @dzenanz (2021-03-17).

* RegisterTileConfiguration (invokes TileMontage)
* MergeTileConfiguration (invokes TileMergeImageFilter)
as a follow-up to #184. Implementation should be similar to https://github.com/InsightSoftwareConsortium/ITKElastix.
