Remote Modules fail to build

### Description
The following modules currently do not build against ITK master branch (2020-02-17)

- [ ] Module_IOOpenSlide:BOOL=OFF
- [ ] Module_ITKVideoBridgeOpenCV:BOOL=OFF
- [ ] Module_ITKVideoBridgeVXL:BOOL=OFF
- [ ] Module_SCIFIO:BOOL=OFF
- [ ] Module_TotalVariation:BOOL=OFF

### Steps to Reproduce
Try to build these remote modules

### Expected behavior
Build completes

### Actual behavior

Builds fail for various reasons, but common errors include missing download files (i.e. hash file not found on current data download sites).
