Allow setting R/PPM custom repositories in jupyter-r and vscode-r-python-julia charts

#45 added the possibility to set custom repositories for R, pip and conda, but (at least) two charts have some missing bits :

- `jupyter-r` (pip and conda OK, but R and more recently package manager are lacking)
- `vscode-r-python-julia` (same)
