:sparkles: [ENH] Sugoi can notify application manager of modification via a webhook

Some application managers might want to be notified of each modification of their sensitive groups (like app manager itself or admin). This can be achieved by calling a webhook.
The application manager should be able to add properties on the application or on the groups to indicate what a sensitive resource is.
The event catcher (or maybe a dedicated one) should be able to check if the event is sensitive regarding the application and retrieving asi data such as their mail to pass to the webhook.

This feature request doesn't come from a user request so it is clearly not a priority.
