Mandatory normalization of Google series data

The non-normalized values of Google series data are arbitrary and subject to debate. As such, there has been discussion on whether we should always present the normalized values for each Google series regardless of whether the chart is in normalized mode or not. If this were done, we would maintain a % labelling in the series tooltip only, while the y-axis labelling remains unchanged.

Locate the chart entry point that formats Google series values and renders the tooltip and y-axis labels. Compare normalized and non-normalized modes, then verify that Google series always use normalized values, the tooltip retains percent labels, and the y-axis labeling is unchanged.
