Creating a relational database for GRIP tags

Description
Considering the ever-increasing number of tags being used in GRIP data, we are considering maintaining the details of said tags in a relational database. This decision additionally allows us to organize tags in groups and maintain this information in said database (discussions regarding grouping in https://github.com/InetIntel/grip-ui/issues/25)
