`calculate_weights` uses freshly initialised `weights` rather than from `config`

So you have to include all weights..

Workaround for now: set all the weights with arbitrary values, they will be ignored in weight calculations by any custom weights values in `config`

Start by locating the calculate_weights entry point and tracing how weights are initialized and read from config. Reproduce the issue with only some weights supplied, then verify that configured custom weights are used without requiring every weight to be present.
