Add end-of-pulse analysis

Add to the pulse summary to include the option of evaluating the cell resistances at the end rather than the start of a pulse

Start by locating the pulse summary implementation in PyProBE and tracing how cell resistances are currently evaluated. Add an option for evaluating resistance at the end of a pulse, and verify that the summary reports the selected timing consistently.
