[Feature Request]Implement a hover color style for the tab

It would be great to have a hover style color for the tab:

Currently it does not have it:

    tab->rounding           = 0;

This would be great feature to have: when you hover your mouse over a minimized (and not maximized) tab, it would appear a different custom color.

Start by locating the tab style initialization shown in the issue and trace how minimized tabs handle hover state. Add a configurable hover color for minimized, non-maximized tabs, then verify the resulting visual behavior in the relevant UI coverage.
