Description
With the upcoming support for QN indices and fermions in the TTN constructor #122, it would be nice allow for making a random TTN in a given quantum number sector (determined by an input state, passed e.g. as a function).

Research direction
Start at the random_ttn entry point and the QN and fermion support described in issue #122; inspect how TTN constructors accept site indices and an input state. Done means random TTNs can be generated for a supplied input state while remaining in its quantum-number sector.
