Migrate testing to OpenMM

**Which module and class/method/function does this relate to?**
With the developments of OpenMM (#1642) this no longer requires a docker instance to run initial tests. As such docker building and testing can be moved to the post-review tests and judgement.

Migrating away from the docker tests should improve stability and responsiveness of testing.
