GUI: Bug when connecting to instrument with RDP when scaling ≠ 100%

# Issue Description
As an IBEX user I would like for menus to work when I have connected from RDP with scaling not set to 100% (e..g 150%). Failing that, an obvious failure mode would be ideal.

### How & Where?
Observed on training course when technicians laptop windows environment had the recommended 150% scaling set.

### Reproducible (Yes/No)?
Yes. Set local scaling to 150% (may require you to then log out and in again). Connect over VNC to an instrument and try and edit or add a configuration.

### Additional Information
Given the move to VNC, this is probably not currently a priority

No files, tests, or entry points are named. Reproduce the issue with Windows scaling at 150% while connected to an instrument over VNC, then trace the GUI path used to edit or add a configuration. Done means those menus work at non-100% scaling or fail with an obvious message, with review steps and acceptance criteria documented.
