MEIS: Configure MEIS Virtual machine for use next cycle

# Feature Description
As a muon instrument scientist I would like to have a "NDXMEIS" and not a "NDXChronus", to reflect that Chronus is no more and that MEIS is now using much of the Chronus set up.

## Explanation
This will be achieved by Configuring a MEIS instrument VM for running next ISIS cycle (25_3). @ChrisM-S has already created a VM and installed an older version of IBEX on it.

Experiments are ongoing using NDXChronus, but confusion is possible as a result of the difference in names

Following a meeting on Argus (including FA and KB)- we discussed NDXMEIS and there was consensus it would be easiest to do a fresh install, rather than try and rename NDXCHRONUS.

MEIS is a new VM which will run on the old CHRONUS server hardware (which will be renamed as per standard naming conventions). The MEIS instrument has been run for an experiment in the current (25_3) ISIS cycle on the CHRONUS VM. Most settings should hopefully be available from existing CHRONUS configurations for this.

The Muon instrument scientists should be consulted to confirm what their base requirements are for an IBEX setup.

# Acceptance Criteria

- [ ] 1. IBEX is upgraded to the current version along with any IBEX VM dependencies (e.g. git, 7-zip, MOXA driver - to match existing instrument versions).
- [ ] 2. Customise and define (where necessary) any items for the new instrument VM (configuration names, data paths etc.)
- [ ] 3. Operation tested with simulated data if possible to confirm detector chain is suitable for running next ISIS cycle?
- [ ] 4. Test data can be successfully archived and viewed by Mantid etc. as required for science during cycle.
- [ ] 5. Scientists confirm it has required functionality (up to and including that which was previously available on Chronus)
