DBWR: expose to outside world

# Feature Description
As a member of the EEUSG group I would like access to a wide range of Eurotherm PVs on my mobile whilst doing out of hours support (i.e. without having to VNC into the NDX). As such I would like external access to the work created in #8756

## Explanation
#8756 created a way of viewing Eurotherm PVs using DBWR on a developer PC. We would now like to take this one step forward and set this up in a secure way on an externally facing web server.

# Acceptance Criteria
- [ ] In consultation with the wider group, a decision is made on how to implement the work from #8756 such that it can be accessed externally. This includes, but is not limited to, considering how to set this up securely and whether there needs to be an authentication mechanism (and if so, what this should be)
- [ ] The above is implemented and documented
- [ ] EEUSG are informed of the whizzy new way to access Eurotherm PVs
