JournalParser - use EPICS over labview modules

Due to a mixture of seci and ibex instruments we have been running the end_of_run JournalParser from a statically linked one in `labview modules\dae` - however this can be forgotten about, like just not when we updated MySQL.

As we are now all on IBEX, we shoudl change end_of_run to use the one in the Apps/EPICS directory

Note that currently a JournalParser.conf file is expected in the same directory as the exe, when we move to Apps we should move this conf file to the ibex settings area and adjust journalparser
