ibex dashboard: units configuration options

Description
Reported by muon scientists. On the IBEX dashboard, and on the web dashboard, sometimes block values are shown in scientific notation with far too few significant digits to be useful (e.g. total counts on the web view). Or they have too many digits and the useful ones disappear out of the available space as happens with the kicker timing on RIKENFE’s desktop dashboard (but the web is OK in this case).
It would be helpful if instrument scientists could choose to format these values to be useful (which may vary depending on the configuration and is not necessarily the same for all uses of that PV and IOC – some devices such as the Stanford DG645 timer and the Tektronix oscilloscopes have a very wide dynamic range).
In some cases the base engineering units of the device might be seconds or volts for example but we want to display a number in kV, mV or ns which is a sensible size for the measurement being done, rather than having to think what 5.24E-08 s means. Can “engineering notation” be an option?
