[Lakeshore Temperature Controller]: Create Generic IOC

## How?
This ticket is a leftover of work from
- https://github.com/ISISComputingGroup/IBEX/issues/6137

which was stopped after it was learned that ARGUS does not need a 332 controller, and the work to create a generic temperature controller became more than was worth it in the Program Increment.

## Acceptance criteria
- [ ] a Generic Lakeshore temperature controller IOC is created which can load any model of Lakeshore
- [ ] The test suite also can run and pass.
- [ ] The bits of the new 332 IOC, which may be called lkshtemp in this, are either merged into this or renamed, and then the generic IOC is called lkshtemp, which can load and run any other IOC.

## How to Test
test with various models of Lakeshore temp controller, and also check that the tests pass.
