setup inter liveview

Setup liveview on INTER as per https://github.com/ISISComputingGroup/ibex_developers_manual/wiki/DAE-Live-View

This is implementing some of the tasks as in #7679

there are 2060 spectra defined, looks like

1-4 monitors
5-2052 8 * 256 linear detector modules (so each starts at 5,261,517,773,1029,1285,1541,1797)
2053 - 2060 unaccounted counts spectra

Initially create
* create eight spectra v TOF liveview for each module
* spectrum v module number integrated over TOF view

also needed is a spec v TOF view summed over modules - need to look at area detector logic
also an OPI with all 8 module spec v tof on it
